A message from Syrian to the United Nations and All Organizations

Ladies and Gentlemen of the United Nations and All Organizations

Eight days have passed since the seismic disaster that struck Turkey and several areas in Syria, including seven areas in the “besieged” north of Syria, which caused widespread destruction and collapse of buildings and fragile infrastructure, which was directly caused by the shells and missiles launched from the Assad regime’s weapons. As a result, countless victims fell, and many of them are still under the rubble. It is certain that satellites in European countries and the “civilized world” can monitor the earthquake’s results with accurate images and can estimate the magnitude of the disaster. As the Syrian Civil Defense Organization “White Helmets” declared in the northern regions, the Syrian northern region was a disaster area from the first moments.

For days, residents and rescue teams have been aware of the existence of neighborhoods under the rubble. Rescuing them has been impossible because there is no heavy equipment to help those on the ground perform their role, and none of the rescue teams received any assistance from any international party, including the United Nations, which described its response as zero in the areas. The afflicted areas of northern Syria call for a very important question to be asked by the victims, the residents of these areas, as directed by the humanitarian organizations working in them, and controlled by us, Syrian political and civil personalities and groups: Why didn’t the United Nations intervene in rescuing the victims under the rubble and provide appropriate assistance to the crews working in it? It also did not provide any kind of food, health assistance, or supplies for heating and shelter supplies. Most of the affected have been sleeping in the open under the frost and cold for days.

Why did you leave the northern region of Syria, which includes 4 and a half million displaced persons and Indigenous people, to face this natural disaster alone, knowing that the United Nations has documented information on every small and large matter related to the capabilities of these regions? What are the justifications for the international organization to justify its failure to come to our rescue by providing us with at least the necessary equipment to extract thousands, and perhaps tens of thousands of victims and missing persons, including children, women, and men who could have had a chance at life if it had done its duty while classifying the right to life within its charters? As a sacred right and the highest of human rights, is there anything that prevented it from performing its duty? It is our right to know while we are facing declared negligence that has led to catastrophes and mass annihilation of the victims.

The United Nations and its agencies have acted entirely differently in the face of similar disasters, so why this deliberate killing of us? Where the United Nations moved with more than 450 agencies concerned with humanitarian affairs in a rapid response to face the damage caused by the earthquake that struck Nepal on 3/25/2015 its magnitude was 7.8 degrees, which is exactly equal to the strength of this earthquake, and it assisted donors, international non-governmental organizations and the International Federation Red Cross and Red Crescent Societies to mobilize resources and reprogram activities. What is the reason for your silence and ignoring this disaster? And in the event that there was obstruction from any country to the entry of aid, why was the use of emergency air relief not resorted to filling this gap?

The Syrians in northern Syria and inside and outside Syria are in a state of true shock from the double standards dealt with by the international organization when it comes to them and from leaving their fate subject to international political bazaars and conflicts. Clear facts: We hold the United Nations and its accredited agencies legally and morally responsible for this failure to come to our rescue and what this negligence and disregard caused in terms of taking the lives of hundreds, perhaps thousands, due to the failure to perform the role entrusted to you.

We believe that there is no solution to the Syrian problem except for the UN Security Council to put pressure on all the conflicting parties, and to achieve a comprehensive cease-fire at the national level under the auspices of the United Nations as a start for the launch of a serious and sustainable political process. We affirm that a comprehensive political solution is the only solution to all the crises to which the Syrian people are exposed and that the inaction and slowdown of the international system in this regard is no longer justified, especially after the recent report of the Organization for the Prohibition of Chemical Weapons

Mesdames et Messieurs membres des Nations Unies

Huit jours se sont écoulés depuis le séisme qui a frappé la Turquie et plusieurs régions de Syrie, dont sept zones dans le nord « assiégé » de la Syrie, ce qui a provoqué la destruction et l’effondrement généralisés de bâtiments et d’infrastructures fragilisés par les obus et les missiles lancés par le régime d’Assad.

En conséquence, un grand nombre de victimes sont tombées et beaucoup d’entre elles sont encore sous les décombres. Il est certain que les satellites des pays européens et du monde ont la capacité de surveiller les résultats du tremblement de terre avec des images précises et peuvent estimer l’ampleur de la catastrophe, en raison de son ampleur, il est très compliqué d’y faire face dans les régions du nord syrien, une zone déclarée sinistrée dès les premiers jours par l’Organisation syrienne de défense civile “Les Casques blancs”.

Jusqu’à quelques heures maintenant, de nombreux habitants et équipes de secours ont confirmé l’existence de quartiers entiers sous les décombres qu’il est impossible de secourir faute d’avoir les équipements nécessaires. Aucune des équipes de secours n’a reçu l’aide d’un organisme international, y compris l’ONU dont la réponse est totalement absente dans ces zones sinistrées du nord syrien. La situation dans les zones affligées du nord de la Syrie nécessite de poser une question très importante soulevée par les victimes, par les habitants de ces zones, par les organisations humanitaires qui y travaillent ainsi que par nous-mêmes, personnalités et groupes politiques et civils syriens.

Pourquoi l’ONU n’est-elle pas intervenue pour secourir les victimes sous les décombres et n’a-t-elle pas fourni l’assistance appropriée aux équipages qui y travaillaient, ni n’a-t-elle fourni aucune forme de nourriture ou d’assistance médicale ou de fournitures de chauffage et d’abris, alors que la plupart des rescapés dormaient dehors et dans le gel et le froid pendant des jours.

Pourquoi avez-vous quitté la région nord de la Syrie, qui compte 4 millions et demi de personnes déplacées et d’habitants, pour faire face seule à cette catastrophe naturelle, sachant que les Nations Unies disposent d’informations documentées sur toutes questions liées aux capacités de ces régions ?

Quelles sont les justifications de l’organisation internationale pour justifier son incapacité à venir à notre secours en nous fournissant au moins le matériel nécessaire pour extraire des milliers, voire des dizaines de milliers de victimes et de personnes disparues, dont des enfants, des femmes et des hommes qui auraient pu avoir une chance de vivre si l’ONU avait fait son devoir alors que le droit à la vie figure comme droit sacré dans ses chartes ? y a-t-il quoi que ce soit qui l’ait empêché d’accomplir son devoir ? C’est notre droit de savoir alors que nous sommes confrontés à une négligence déclarée qui a conduit à des tragédies et à l’anéantissement massif des victimes.

L’ONU et ses agences ont agi complètement différemment face à des catastrophes similaires, alors pourquoi nous tuer délibérément ? Là où les Nations Unies se sont déplacées avec plus de 450 agences concernées par les affaires humanitaires dans une réponse rapide pour faire face aux dégâts causés par le tremblement de terre qui a frappé le Népal le 25/03/2015 et sa magnitude était de 7,8 degrés, ce qui est exactement égal à la force de tremblement de terre qui a frappé le nord de la Syrie. L’ONU a aidé les donateurs, les organisations non gouvernementales internationales et la Fédération internationale de la Croix-Rouge et du Croissant-Rouge à mobiliser des ressources et à reprogrammer les activités. Quelle est la raison qui vous a fait vous taire et ignorer ce désastre ? Et au cas où il y aurait une obstruction de n’importe quel pays à l’entrée de l’aide, pourquoi n’a-t-on pas eu recours à l’aide aérienne d’urgence pour combler cette lacune ?

Les Syriens du nord de la Syrie et à l’intérieur et à l’extérieur de la Syrie sont dans un état de choc réel face à la différence de traitement par l’organisation internationale à leur égard et de laisser leur sort soumis aux bazars et aux conflits politiques internationaux. L’Organisation des Nations Unies et ses agences accréditées légalement et moralement responsables de ce manquement à nous aider, et ce que cette négligence et ce mépris ont causé en termes de mort de centaines, voire de milliers de personnes, en raison de l’incapacité à remplir le rôle qui vous a été confié.

Nous pensons qu’il n’y a pas de solution au problème syrien si ce n’est que le Conseil de sécurité des Nations unies fasse pression sur toutes les parties en conflit et parvienne à un cessez-le-feu global au niveau national sous les auspices des Nations unies comme point de départ du lancement d’un processus politique sérieux et durable.

Nous affirmons qu’une solution politique globale est la seule solution à toutes les crises auxquelles le peuple syrien est exposé, et que l’inaction et le ralentissement du système international à cet égard ne se justifient plus, surtout après le récent rapport de l’Organisation pour l’interdiction des armes chimiques.

Sehr geehrte Damen und Herren der Vereinten Nationen,

Acht Tage sind seit der Erdbebenkatastrophe vergangen, die die Türkei und mehrere Gebiete in Syrien getroffen hat, darunter sieben Gebiete im „belagerten“ Norden Syriens.

Durch diese Katastrophe kam es zur Zerstörung und zum Einsturz zerbrechlicher Gebäude und Infrastrukturen, wodurch eine große Anzahl von Menschen verletzt und getötet wurde.

Viele Opfer liegen immer noch unter den Trümmern.

Es ist sicher, dass Satelliten in europäischen Ländern und der “zivilisierten Welt” in der Lage sind, die Folgen des Erdbebens mit genauen Bildern zu sehen, das Ausmaß der Katastrophe abzuschätzen.

Aufgrund der Stärke des Erdbebens und seine Wucht sind die Möglichkeiten sehr begrenzten, Deshalb kündigte die syrische Zivilschutzorganisation an: „Die Helme Al-Bayda”, dass die nordsyrische Region ein Katastrophengebiet ist.

Viele Anwohner und Rettungsteams bestätigten, dass nach wie vor Menschen unter den Trümmern sind. Sie konnten aber bislang nicht gerettet werden, weil die dazu notwendige Ausrüstung nicht vorhanden ist.

Keines der Rettungsteams erhielt Unterstützung von den internationalen Kräften. Auch die Vereinten Nationen unterstützten die in Nordsyrien betroffenen Gebieten bei den Rettungsaktionen bisher so gut wie gar nicht.

Die betroffenen Menschen in Nordsyrien, die dort tätigen Organisationen und wir als politische und zivile Gruppen aus Syrien müssen daher die wichtige Frage stellen:

Warum haben die Vereinten Nationen ihre Hilfe unterlassen und die Opfer sowie die Rettungsteams im Norden Syrien nicht unterstützt?

Warum wurde die nördliche Region Syriens und die 4,5 Millionen Vertriebenen und Ureinwohner dieser Region allein gelassen, obwohl die Vereinten Nationen um die dortige Lage genau wussten?

Wie lässt sich ein solche Verweigerung von Hilfe rechtfertigen?

Indem zumindest die notwendige Ausrüstung zur Verfügung gestellt worden wäre, hätten Tausende, vielleicht Zehntausende von Opfern und Vermissten, darunter Kinder, Frauen und Männer, gerettet werden können.

Die Vereinigten Nationen stufen das Recht auf Leben in ihrer Charta als das höchste aller Menschenrechte ein.

Was war der Grund dafür, dass die Vereinten Nationen dennoch ihre Pflicht nicht erfüllt haben?

Wir Syrer haben das Recht, dies zu erfahren, da diese unterlassene Hilfeleistung viele Menschenleben gekostet und die Tragödie dramatisch verschlimmert hat.

Die Vereinten Nationen und ihre Organisationen haben bei anderen Katastrophen völlig anders gehandelt, warum also nicht auch jetzt in Nordsyrien?

Mit mehr als 450 Organisationen, hätten die Vereinten Nationen genug Ressourcen gehabt, um schnell zu reagieren und auch im Norden Syriens Hilfe zu leisten. Beim Erdbeben in Nepal am 25.3.2015, welches mit Stärke 8,7 Grad die gleiche Stärke des aktuellen Erdbebens in Syrien hatte, wurden mit Hilfe von Spendern, internationalen NGOs und der Internationalen Föderation der Rotkreuz- und Rothalbmondgesellschaften Ressourcen mobilisiert und Rettungsaktivitäten gestartet. Warum wurde die Katastrophe in Syrien ignoriert? Auch wenn der Transport von Hilfsgütern über Landeswege nicht möglich war, hätte man Luftwege auch nutzen können.

Die Syrer in Nordsyrien sowie innerhalb und außerhalb Syriens befinden sich in einem wahren Schockzustand angesichts der Doppelmoral, mit der die internationale Organisation ihnen gegenüber auftritt.

Das Schicksal des syrischen Volks wird in den Händen der internationalen, politischen Konflikte überlassen.

Die Vereinten Nationen ist rechtlich und moralisch für diese verabsäumte Hilfe, für die unterlassene Hilfeleistung und für den Verlust von Hunderten, vielleicht Tausenden von Menschenleben verantwortlich und haftbar zu machen, weil die Ihnen anvertraute Rolle und Aufgabe nicht erfüllt haben.

السيدات والسادة في هيئة الأمم المتحدة

ثمانية أيام مضت على الكارثة الزلزالية التي ضربت تركيا ومناطق عدة في سوريا منها سبع مناطق في الشمال السوري “المحاصر”، ما تسبب بدمار واسع، وانهيارات للمباني والبنية التحية الهشة، سقط على اثره عدد كبير من الضحايا لايزال كثير منهم تحت الانقاض، ومن المؤكد أن الأقمار الصناعية في الدول الأوربية و”العالم المتحضر”  تملك القدرة على رصد نتائج الزلزال بالصور الدقيقة وتستطيع تقدير حجم الكارثة،  والتي بسبب حجمها، القدرة المحدودة جدا على التعامل معها في مناطق الشمال، أعلنت منظمة الدفاع المدني السوري “الخوذ البيضاء” منطقة الشمال السوري منطقة منكوبة

حتى ساعات من الآن أكد كثير من الأهالي وفرق الإنقاذ وجود أحياء تحت الأنقاض حال دون انقاذها عدم امتلاكهم لأي معدات ثقيلة تساعدهم على أداء دورهم، ولم تحصل أي من فرق الانقاذ على أي مساعدة من أي جهة دولية بما فيها الأمم المتحدة والتي وصفت استجابتها بالصفرية في المناطق المنكوبة من الشمال السوري ما يستدعي طرح سؤال على غاية في الأهمية يوجهه الضحايا سكان هذه المناطق كما توجهه المنظمات الإنسانية العاملة فيها ونوجهه نحن شخصيات ومجموعات سياسية ومدنية سورية، لماذا  لم تتدخل الأمم المتحدة في انقاذ الضحايا من تحت الانقاص ولم تقدم العون الملائم للطواقم العاملة في المنطقة المنكوبة

لماذا تركت منطقة الشمال السوري وهي تضم 4 ملايين ونصف ما بين نازحين ومهجرين وسكان أصليين لمواجهة هذه الكارثة الطبيعية وحيدين ولدى الأمم المتحدة معلومات موثقة عن كل صغيرة وكبيرة تتعلق بقدرات هذه المناطق؟

ماهي المبررات التي يمكن للمنظمة الدولية أن تبرر فيها تقاعسها عن نجدتنا بتزويدنا على الأقل بالمعدات اللازمة لانتشال الآلاف ولربما يصل العدد لعشرات آلاف الضحايا والمفقودين بمن فيهم الأطفال والنساء والرجال الذين كان بمكن لهم أن ينالوا فرصة للحياة لو أنها قامت بواجبها وهي تصنف الحق في الحياة ضمن مواثيقها كحق مقدس وأعلى الحقوق الانسانية هل هناك ما منعها من أداء واجبها من حقنا أن نعلم ونحن في مواجهة اهمال معلن أدى إلى فواجع وابادة جماعية للضحايا

لقد تصرفت الأمم المتحدة ووكالاتها بشكل مغاير تماما في مواجهة كوارث مماثلة فلماذا هذا التعمد في قتلنا حيث تحركت الأمم المتحدة مع ما يربو على 450 وكالة معنية بالشؤون الإنسانية في استجابة سريعة لمواجهة الأضرار التي خلفها الزلزال الذي ضرب نيبال في 25/3/2015 زلزال وكانت قوته 7.8 درجات بما يساوي تماما قوة هذا الزلزال، وقامت بمساعدة الجهات المانحة والمنظمات غير الحكومية الدولية والاتحاد الدولي لجمعيات الصليب الأحمر والهلال الأحمر بتعبئة الموارد وإعادة برمجة الأنشطة. فما هو السبب الذي جعلكم تصمتون وتتجاهلون هذه الكارثة

السوريون في الشمال السوري وفي داخل وخارج سوريا بحالة صدمة حقيقية من التعامل بمكيالين من قبل المنظمة الدولية حين يتعلق الأمر بهم ومن تركهم لمصيرهم رهنا لبازارات وصراعات سياسية دولية يبدو بأن مؤسستكم تتواطأ معها لما ابديتموه من انكفاء عن نجدتنا لذا فإننا نحمل منظمة الأمم المتحدة والمجتمع الدولي المسؤولية القانونية والأخلاقية لهذا التقصير في نجدتنا وكما نحملكم وزر ازهاق أرواح المئات ولربما الآلاف بسبب تقاعسكم عن أداء دوركم
